Opposition parties have written to the finance ministry demanding a white paper on state government debt, specifically guarantees extended to power distribution companies, ahead of the winter session of Parliament.

The demand follows a ratings agency note flagging that contingent liabilities from such guarantees have roughly doubled over five years, though few have been called in so far.

The finance ministry has not responded publicly. A senior official said a statement on the fiscal position would be tabled during the session as is customary.
