A reverse image search traces the photo to news coverage of flooding in a different state roughly three years ago. The original publication is still available in that outlet's archive.

This is a recurring pattern during heavy-rain events: genuine older photos are recirculated with a new, false caption to appear current. We rate this claim misleading.
